As of November 2024, the Israeli Customs Authority has transitioned to a centralized annual declaration model.
Instead of submitting a separate declaration for each supplier, importers now submit a single form covering all supplier relationships.
This is a significant change that simplifies the import process, but requires a clear understanding of the new requirements.

How to Complete
the New Form
Follow these 6 steps to complete your annual importer declaration:

Step 1: Access & Initial Setup

3. Step 3: Nature of Business Relationships (Section B) – “Common Denominator Principle”
This is the core of the declaration. Answer questions 1-10.
If the answer is “Yes” for at least one supplier, mark “Yes” and specify which suppliers it applies to.
- Special relationships (Q4): Parent/subsidiary? Family ties? Indicate whether it affects pricing
- Additional payments (Q5): Commissions, royalties, packaging costs. Under “Other”, include kosher costs or Incoterms-related expenses (e.g., freight/insurance paid separately)
- Production assists (Q6): Did you provide materials or tooling free of charge?
- Agreements (Q8-9): Is there a written contract? Specify the main agreement date
